Internationally proven successful models Development does not have to be about re-inventing the wheel! At AADF, we try to apply models which have proven to be successful elsewhere. BID-TIDs The first Business Improvement District was established in Bloor West Village, Toronto in 1970 with the aim of improving public services while raising the business profile of the area. Its success led to the model being adopted across much of the developed world, from New York’s 5th Avenue to Berlin’s former communist districts. AADF brought the model, along with other support services, to Albania with a particular focus on tourism and cultural heritage. Since 2011, ten BID-TID have been developed or are in the planning stages. Their success has spurred the government to draft a new law which will allow local business organizations to independently establish other similar sites.
