Supporting BID/TID Associations and helping them comply with the new BID legislation

 Through the BID Legal Support project, the AADF aims to assist existing BID Associations in adhering to the new BID legal framework and provide them with the opportunity to function as BID organizations. The approval of the BID Law will mark a significant milestone in securing the long-term sustainability of BIDs.

Attaining the status of a BID organization involves the implementation of a mandatory BID levy, collected from businesses within the area, and requires commitment from the respective municipalities. At present, BID Associations function as non-governmental organizations (NGOs) from a legal standpoint. In order to transition into BID organizations and fulfill their obligation to pay the BID levy, they must navigate through a series of processes as outlined in the BID Law.

The AADF team, in close collaboration with the Albanian BID/TID Network, aims to provide legal and financial support to the existing BID Associations to comply with the new BID Law. Additionally, it aims to confer legitimacy upon the BID associations, which currently operate solely under NGO legislation, by supporting their transformation into fully functional BID organizations. The initiative also involves developing and sharing best practices and expertise in processes and documentation to establish the BID model on a national scale, aligning with the new BID law. This effort sets the stage for other business communities to embrace the concept of becoming BIDs.
